Notice on promoting the employment of "zero-employment families"

Labor and Social Security Bureau and Finance Bureau of all districts and counties:

  In order to implement the work requirements of the Municipal Party Committee and the Municipal Government on promoting the employment of "zero-employment families" and strive to eliminate "zero-employment families", relevant issues are hereby notified as follows:

  First, promoting the employment of "zero-employment families" is an urgent task of the current employment work.

  Because of the older age, poor physical condition, low cultural skills and unsuitable employment concept, the "zero-employment family" labor force is very difficult to find employment and urgently needs help and support. All districts and counties should list the labor force of "zero-employment families" as the key assistance object, and promote at least one person of "zero-employment families" to achieve employment as soon as possible by strengthening employment services, increasing policy support, and implementing dynamic tracking services.

  Two, the establishment of a dynamic service system to promote the employment of "zero employment families".

  The system of family declaration, community (village) investigation and verification and street (township) identification shall be implemented for "zero-employment families".

  (a) the establishment of "zero employment families" declaration system. All districts, counties, streets (townships) and communities (villages) should actively guide "zero-employment families" to report to communities (villages) in time. The community (village) should set up a special reception window to receive "zero-employment families" and fill out the "zero-employment families" (Annex 4).

  (two) the establishment of "zero employment families" home visit system. After accepting the declaration of "zero-employment families", the community (village) visits them to verify the employment status of family labor force and understand their employment service needs. For those who meet the conditions, they will report the "Zero-employment families" situation form (in duplicate) to the street (township) social security office. After the street (township) social security firm is recognized, it shall be stamped with the official seal, one of which shall be kept by the social security firm and the other by the community (village).

  (three) the establishment of "zero employment families" service account system. Streets (townships) and communities (villages) should respectively bind the "Zero Employment Family Situation Table" into a book as the employment service account of "Zero Employment Family". And input the information of the identified "zero-employment families" and their labor force into the computer in time.

  (four) according to the situation of "zero employment families", the unemployed labor force is listed as the key assistance object. The "zero-employment family" laborers enjoy employment services and preferential policies to promote employment with the Re-employment Concession Certificate (or Beijing Rural Labor Transfer Employment Certificate).

  Each street (township) social security office shall stamp the word "zero-employment family" on the first page of its Re-employment Concession Certificate (or Beijing Rural Labor Transfer Employment Certificate) (see Annex 2), and fill in the date and the name of the agent. If the "zero-employment family" labor force lives in a non-registered place, it can go through the formalities of stamping the "zero-employment family" seal with the certificate provided by the community (village) or social security firm where it lives (see Annex 3) to the institution that issued the "Re-employment Concession Certificate" (or "Beijing Rural Labor Transfer Employment Certificate").

  In order to provide employment services for the "zero-employment family" labor force, its "Re-employment Concession Card" (or "Beijing Rural Labor Transfer Employment Certificate") is handed over to the community (village) where it is needed, and it can be used through the procedures and returned after use.

  For the "zero-employment family" labor force to achieve employment, the community (village) should mark "employed", employment time and the name of the manager on its "Re-employment Concession Certificate" (or "Beijing Rural Labor Transfer Employment Certificate"), return the certificate to me, record the relevant information in the account, and report the employment situation of the holder to the street (township) at the same time. The social security office records the relevant information in the account and the database.

  Third, strengthen employment services and promote the employment of "zero-employment families"

  For the "zero-employment family" laborers listed as service targets, streets (towns) and communities (villages) should formulate targeted assistance plans and carry out one-on-one assistance to promote their employment as soon as possible.

  (1) Strengthen vocational guidance. It is necessary to appoint employment assistants for the labor force of "zero-employment families", and according to their own characteristics, the employment assistants will provide them with targeted career guidance to help them establish a correct concept of choosing a job, actively strive for employment opportunities, and achieve employment as soon as possible.

  (2) Vigorously develop jobs. According to the employment demand of the "zero-employment family" labor force, combined with the vacancy service system, the job information suitable for the "zero-employment family" labor force characteristics is widely collected and screened, and its employment is actively recommended.

  In view of the fact that some "zero-employment families" have employment needs but need to take care of other family members, we should extensively collect employment projects suitable for working at home, such as weaving and assembly, and organize "zero-employment families" to achieve flexible employment at home.

  Community public welfare employment organizations should take the resettlement of "zero-employment families" as an important work content and give priority to resettlement.

  Street (township) set up labor dispatch organizations, but also to send "zero employment families" as the focus of work, through the dispatch to achieve employment.

  (3) Incorporate the promotion of the employment of "zero-employment families" into the urban-rural employment cooperation mechanism, and promote the cross-regional employment of "zero-employment families".

  (4) According to the job information collected and screened, combined with the job-seeking intention of the "zero-employment family" labor force, carry out "order-based" training to improve their employment skills and realize the "front shop and back factory" training mode to promote employment.

  Fourth, increase policy assistance to promote the employment of "zero-employment families"

  The "zero-employment family" labor force can enjoy the following preferential policies to promote employment with the "Re-employment Concession Certificate" (or "Beijing Rural Labor Transfer Employment Certificate") stamped with the seal of "zero-employment family".

  (a) the "zero-employment family" workers who are unemployed after enjoying the municipal employment promotion policies for one year can enjoy the relevant employment promotion policies again.

  (two) to encourage urban "zero employment families" labor self-employment and flexible employment. All urban "zero-employment family" laborers who are over 40 years old for men and over 35 years old for women can enjoy social insurance subsidies for no more than 3 years in accordance with the relevant provisions of this Municipality if they find employment through self-employment and flexible employment.

  (three) to encourage employers to recruit rural "zero employment families" labor. If the employer recruits a rural "zero-employment family" labor force and has been employed stably for more than one year, the municipal employment and re-employment funds will give 200 yuan a one-time post subsidy, and the districts and counties will give no less than 200 yuan a one-time post subsidy.

  (four) all districts and counties, streets (towns) should study and formulate support policies to promote the employment of "zero-employment families" in this area according to the actual situation, and guide them to achieve employment in various ways.

  Five, attach great importance to the promotion of "zero employment families" labor employment work.

  (a) all districts and counties should fully understand the importance of promoting the employment of "zero-employment families" from the height of building a harmonious society, include this work in the overall planning of employment and re-employment, formulate a careful work plan, and ensure that one person will be employed in the identified "zero-employment families" in 2007; For the newly identified "zero-employment families", it is necessary to ensure that one person is employed within three months. District and county financial departments should actively adjust the structure of fiscal expenditure, strengthen fund management, and ensure the implementation of the "zero-employment family" policy.

  (II) The social security offices in each street (township) should strengthen the guidance to the communities (villages) in promoting the employment of "zero-employment families" and actively promote vocational guidance, employment introduction, vocational training and social security affairs into the communities, so that all support policies can benefit every "zero-employment family" and help their labor force achieve employment as soon as possible.

  (3) All communities (villages) should constantly improve the employment service function, visit residents’ families regularly, understand the employment situation of residents in the area, discover the newly-created "zero-employment families" in time, and provide them with timely employment services so that they can get high-quality and efficient employment services without leaving the community. Strengthen the tracking service for those who have achieved employment, solve the problems encountered in their employment process, and promote the implementation of various policies.

  Six, the establishment of "zero employment families" monthly report (see Annex 5) system. On the 7th of each month (holidays are postponed), all districts and counties report the situation of "zero-employment families" and the progress of employment assistance work within their respective jurisdictions through statements.

  On the concept of zero-employment family

  Family refers to a form of social life organization based on marriage and blood relationship; A family member is a person who has legal support, support or maintenance relationship in the family. Including the following persons: spouses, minor children, adult children who cannot live independently, unmarried children with the same registered permanent residence, minor or adult grandchildren whose parents are both dead and their grandparents are guardians, and other persons identified according to the principles of this article and relevant procedures.

  Urban "zero-employment families" refer to families with non-agricultural household registration in this city, whose family members have the ability to work within the legal working age (except students, active servicemen, retired personnel and early retirees), have registered for unemployment, and none of them are employed.

  "Zero-employment families" in rural areas refer to families with agricultural household registration in this city, whose males are 16-59 years old and females are 16-49 years old and have the ability to work. They have neither engaged in primary production (agriculture, forestry, animal husbandry and fishing) business projects, but also registered for transfer of employment, and none of them are employed in secondary and tertiary industries.
