  Good morning!


  Thank you very much for attending today’s press conference. I would like to take this opportunity to express my heartfelt thanks to media friends for their long-term concern and extensive coverage of the preparations for the Shanghai World Expo.


  Today, I want to introduce two aspects: one is the latest progress in the preparations for the Shanghai World Expo, and the other is the main content of the overall ticketing plan for the Shanghai World Expo.


  I. Latest progress in the preparations for the Shanghai World Expo


  This year is a crucial year for the preparation of the Shanghai World Expo, and it is necessary to make comprehensive preparations for the operation of the Expo. At present, under the leadership of the CPC Central Committee, the State Council, the Organizing Committee and the Executive Committee of the Shanghai World Expo, the preparations for the Shanghai World Expo are progressing in an orderly and vigorous manner.


  First, the exhibition work progressed smoothly. By February 23rd, a total of 231 countries and international organizations (185 countries and 46 international organizations) had confirmed their participation, and 184 countries and international organizations had signed contracts. Of the planned 16 enterprise pavilions, 12 have signed contracts. Domestic provinces, autonomous regions and municipalities, Hong Kong and Macao have also signed contracts.


  In addition, the Shanghai World Expo has two innovative highlights, namely, the urban best practice area and online exhibition. In order to highlight the theme of the city, we set up the "Urban Best Practice Zone" at the Shanghai World Expo for the first time. This is a comprehensive block that simulates several functions such as urban life, work, leisure and transportation, and shows successful cases that have been implemented and can play a leading role in future urban life. There are about 14 physical cases and 36 exhibition hall cases. At present, 40 cases have been signed.


  Online exhibition presents the most exciting contents of the physical Expo on the Internet, and promotes the Shanghai Expo in an accessible and vivid way to attract more audiences to visit the physical Expo. Online exhibition has 153 countries and international organizations, and 12 cities have confirmed their participation in online exhibition.


  Second, the project construction has been comprehensively promoted. China National Pavilion, Theme Pavilion, Expo Center, Expo Performing Arts Center and other permanent venues and municipal supporting facilities in the park are being promoted according to the construction nodes. Foreign pavilions are also being built or started one after another. The construction of municipal supporting projects in Shanghai and the environmental improvement in the surrounding areas of the Expo Park are being vigorously promoted.


  Third, the exhibition design continues to deepen. The exhibition design scheme of China Pavilion and National Pavilion was initially formed. After international solicitation and comparison, the planning and production teams of five theme branches have been determined. At present, the exhibition design scheme is being deepened and the production of exhibition items will be started soon.


  Fourth, the planning of activities and forums is progressing smoothly. In terms of activities, during the 184-day session, it is estimated that more than 100 cultural performances will be held in the park every day, with a total of more than 20,000 performances. At present, preliminary plans have been made for the opening (closing) ceremony and the cultural activities during the session. More than 160 countries and international organizations have submitted applications for library day activities, and more than 1,100 literary and artistic activities have been submitted. All provinces (autonomous regions and municipalities) in China have put forward the preliminary plan of "Activity Week".


  As for the forum, a summit forum will be held during the Shanghai World Expo, and the Shanghai Declaration will be jointly signed and published on the basis of the consensus of the participants on the sustainable development of the city. Six theme forums will be jointly hosted with relevant international organizations and relevant state ministries and commissions in cities in the Yangtze River Delta region. Starting from May 1, 2009, several public forums will be held jointly with various provinces (autonomous regions and municipalities). The work programme of the forum has been initially prepared.


  Fifth, publicity and promotion were effectively carried out. The publicity week of Shanghai World Expo and the exhibition "Entering the World Expo" were held successively in 15 provinces (autonomous regions and municipalities) and Hong Kong, Macau and Taiwan Province, and various activities such as "Successful Olympics, Wonderful World Expo" theme publicity, Expo campus trip, Expo entering the community and Expo series lectures were widely carried out. We will continue to make use of the opportunities of state leaders’ visits and China’s overseas activities to carry out promotion activities in more than ten countries, including South Korea, Britain, Germany, Japan, Spain and the United States.


  Sixth, the operational preparations are carried out in an orderly manner. Security, traffic organization, business services, health protection, food safety, special equipment safety, volunteer organization, logistics management and other work have all been initially completed. In the next step, we will fully learn from the operating experience of the Beijing Olympic Games and previous World Expo, and continue to refine and improve the operating plan. Basically set up an operational organizational structure and basically complete all the preparatory work.


  II. Main contents of the overall ticketing scheme for Shanghai World Expo


  Recently, the State Council officially approved the "Overall Ticket Scheme for Shanghai World Expo". Next, I would like to introduce the main contents of the overall ticketing scheme.


  1. Types of tickets


  There are nine kinds of tickets for the Shanghai World Expo, including individual tickets and team tickets. Individual tickets are divided into designated day tickets and flat day tickets, among which designated day tickets are divided into designated day ordinary tickets and designated day discount tickets; Weekday tickets are divided into five types: ordinary tickets, discount tickets, three tickets, seven tickets and night tickets. Team tickets are divided into ordinary team tickets and student team tickets.


  There are no complimentary tickets for the Shanghai World Expo. Except for children under 1.2 meters (including 1.2 meters), all visitors must buy tickets to enter the park.


  2. Ticket price


  The principles of Expo ticket pricing are as follows: the benchmark ticket price should be affordable for most visitors; Appropriate preferential treatment for special groups; Encourage purchase in advance, encourage organized visits, and encourage group purchases; Balance the tourist flow with different prices, and play the role of cutting peaks and filling valleys.


  On the basis of the above principles, the ticket price system for the Shanghai World Expo is as follows: the ordinary ticket price on weekdays is 160 yuan RMB; The discount ticket price on weekdays is 100 yuan; The ordinary ticket price on the designated day is 200 yuan RMB; The discount ticket price for the designated day is 120 yuan RMB; The price of the night ticket is 90 yuan RMB; Tickets for the third time and the seventh time are RMB in 400 yuan and 900 yuan respectively, and the average single visit price is about 20% of the ordinary ticket price on weekdays.


  3. Ticket sales stage


  Shanghai World Expo ticket sales are divided into pre-sale and in-session sales. Pre-sale is divided into three periods, and tickets purchased in different pre-sale periods can enjoy corresponding price concessions.


  Pre-sale Phase I: March 27th, 2009 to June 30th, 2009. Sell ordinary tickets for designated days and ordinary tickets for weekdays to organizations such as organs, enterprises, institutions and social organizations.


  Pre-sale Phase II: July 1, 2009 to December 31, 2009. Sell ordinary tickets for designated days and ordinary tickets for weekdays to groups and individuals.


  Pre-sale Phase III: January 1, 2010 to April 30, 2010. Sell ordinary tickets, discount tickets, ordinary tickets, discount tickets, 3 tickets and 7 tickets for designated days to groups and individuals.

  From the opening day of the Shanghai World Expo on May 1, 2010, ticket buyers can also purchase tickets through on-site ticket outlets, self-service ticket vending machines and other ways.

It can be said that Bangalore composting model is an organic combination of bottom-up and top-down methods, which provides a new idea for us to explore the technology and management path of kitchen waste recycling in China, especially to try and popularize community kitchen waste composting.

There are 1332 households in this community, and composting has been done for more than seven years. They mixed kitchen waste, dried leaves, coconut residue (without strains), sawdust residue and a microbial strain, crushed them with a crusher and composted them. I call it shopping basket composting, which is the simplest and most economical community composting method. There are about 1000 baskets in this community, and the kitchen allowance is nearly 1000 kilograms a day. One box can hold about 13 kilograms of kitchen waste, and about 80-100 baskets are used every day, which can be recycled every 10 days. Ten days later, before being transferred from the shopping basket to the composting pool to continue fermentation, it will be broken again and screened, and the large particles will be put back into the next round of composting basket, and the small ones will enter the composting pool to continue fermentation. The whole composting process takes 35 to 40 days to complete.

The garbage disposal room in this community is about 300 square meters, which is not only used for composting, but also for secondary sorting of recycled garbage. Dry garbage can be sold for money, and so can kitchen waste. This place is managed by a woman from the Welfare Committee, and six workers are employed to take charge of the secondary sorting and composting management of garbage. Every morning from 10: 00 to 11: 30, the community cleaners come to collect garbage, and there are two people in one building. This meticulous management ensures the quality of the final fertilizer, and many local people are willing to buy their compost products.

Bokashi compost is also popular in China, which is very effective in treating mixed kitchen waste (raw, cooked and meat kitchen waste). The principle of Pocasi barrel is very simple, which is a facultative fermentation process dominated by anaerobic. However, if it is not properly managed, it is very easy to stink, especially during the transfer of fermented products, which often emits a lot of odor, causing residents to resent and complain.

This is a resort owner in Bangalore. He has three restaurants in the city. Every day, about 240 kilograms of kitchen waste is produced. Eight to ten bocasi barrels should be packed separately, and then coconut residue, bacteria and compaction should be added. After standing for three days, the barrels should be sent to the resort to continue fermentation for two weeks. Then transfer it out, add leaves for secondary aerobic composting, and complete the decomposition process after three to four weeks, and the compost product can be used.

The cases mentioned before are all open composting, and the closed composting facilities are used here. They collect all the organic waste in the office area for composting, and also collect dry leaves as regulating substances for composting together. After fermentation, put it in a metal compost frame for decomposition. The quality of the final mature fertilizer is very good, and it is applied to the garden soil in the office area.

According to the Bangalore government’s estimate in early 2019 (the government has never had accurate statistics), about 50% of the residential quarters with a scale of more than 150 households in the city have been developing kitchen waste composting. So the question is, where did the remaining 50% of the kitchen waste go? According to the municipal official who received us, some went to government-certified composting companies, while others were buried in old quarries.

This shows that no matter how well laws and government policies are formulated, composting centers in many administrative districts have not been established. Frankly speaking, the local government still has the phenomenon of inaction, which exists in many countries and regions and depends on the continuous promotion of social forces.

Formation of composting industrial chain

Since Bangalore implemented the decentralized waste management model, we can see that a composting industry chain from design to sales has gradually taken shape. Local farmers began to be willing to use compost products piled up from kitchen waste, and companies specializing in purchasing and selling compost products appeared. The formation of industrial chain will also reduce the price of compost raw materials, such as coconut residue. The selling price of Indian coconut brick with bacteria is 25 yuan RMB for every 5 kg, and that of coconut brick without bacteria is 19 yuan RMB for every 5 kg. On the market in China, the online sales price of coconut bricks without bacteria is 23-25 yuan per 5 kg.

In recent years, the chain of urban kitchen waste compost and agricultural planting has begun to open up. Two years ago, the government tried to build a platform linking composting and planting, and recommended government-certified composting products to farmers. Because the government has not really promoted it, the platform has never been established. In 2019, SWMRT set up a platform of its own, and now it has settled in dozens of farms.

Due to the epidemic situation in COVID-19, many people don’t go to the supermarket to buy things, so the farmers’ market suddenly became prosperous, and more people began to buy compost products, which also brought closer the direct contact between community compost and farmers. It can be seen that it is very important to open up the circulation of substances and form a closed chain of organic substances.

Of course, government certification is also very important. At the end of last year, Bangalore government began to certify relevant composting enterprises, such as composting facilities manufacturers, composting raw materials enterprises and composting consulting companies. At present, 37 enterprises have obtained government qualifications. This is a measure taken by the government only after the composting industry has developed to a certain extent and promoted by social organizations. On the other hand, non-profit organizations like SWMRT themselves have hatched social enterprises and social organizations related to composting.

For example, Hasiru Dala is a well-known local charity organization concerned with garbage issues, and later it hatched a social enterprise with the same name, focusing on supporting the garbage collectors at the lowest level of society, striving for their legal employment status and related benefits from the government, providing them with technical training, allowing them to hold posts with certificates and helping to manage compost in various communities.

Daily Damp is the earliest local composting company. It was established in 2005, mainly selling composting facilities and various composting auxiliary products. In recent years, it began to acquire qualified composting products. The company invented the earliest closed compost bin, which was popular in India and even copied by Europeans and Americans. This company won the Best Social Enterprise Award in India in 2015.

Since 2005, domestic composting has gradually emerged in Bangalore, laying an important mass foundation for community composting and centralized composting. For example, Vasuki, an Indian expert we hired, turned his garage into a warehouse for composting facilities, and the street in front of his house became a display place for composting, which can handle the kitchen waste of more than a dozen neighbors nearby.

We visited a public composting workshop that has been running for more than ten years. It is located in the home of Vani, a well-known local environmental activist. The activity venue is on the roof, and various composting methods are displayed in more than 100 square meters. For example, the simplest free self-made compost bucket can be composted by putting dried leaves picked up on the street and crushing them by hand.

What impressed me the most was that Vani told me repeatedly when we met for the first time that the best way to avoid mosquito odor from composting at home was to compost the kitchen waste as soon as it was produced. In other words, let the kitchen waste directly enter the compost bucket from the cutting board and dining table to avoid the rot and odor caused by long shelf life. In my opinion, the completion of the composting learning center is a landmark event for the success of community composting in Bangalore. The learning center was completed in early 2019. The municipal government took out a three-acre small park as a venue, and environmental protection organizations persuaded a local garbage collection and transportation company to provide financial support. This garbage company is run by the nephew of a district councilor in Bangalore. He donates one third of the company’s monthly income every year to maintain the operation and management of the learning center.

The reference significance of Bangalore

Source classification of kitchen waste is very important. Indian experts say that the purity of kitchen waste separated locally can reach 95%, which is related to door-to-door collection without plastic bags, with high visibility and less mixed impurities.

Secondly, the meticulous management of compost is very important, which is the most worth learning. They treat composting as a kind of science and art, strive to master the basic principles of composting, choose appropriate composting methods, and pay attention to the management of composting process. At the individual and community level, composting is the best way to practice circular economy.

There, I often heard the person in charge of the local environmental protection organization say: Treat your composting as your baby. Fine management in Bangalore can not only improve residents’ acceptance of composting and ensure the quality of composting products, but also gradually form an industrial chain and promote the popularization of community composting model.

In addition, Bangalore model can not be separated from the vigorous promotion of social forces and the participation of composting enterprises. For example, Vani, the "mother of compost" mentioned earlier, has been promoting home composting since 2005. Imagine that if 1% of families in a city have tried composting, then most people have heard of or seen composting, and composting has a certain social acceptance. By the time the garbage crisis appeared in 2012, more than a dozen local communities had formed a sustainable composting model, which was a very important prerequisite for the introduction and implementation of Bangalore’s new garbage policy.

Social organizations and enterprises involved in composting promotion in Bangalore

Non-profit organizations not only promoted the introduction of policies (including public interest litigation), but also became the backbone of promotion after the introduction of policies, helping the government to improve mobilization and training work such as garbage sorting, kitchen waste composting and residents’ mobilization. Instead of waiting for the government to implement the policy, they actively helped the government to train volunteers and promote and supervise the government’s work. As we all know, it is very difficult to completely rely on the government’s conscious implementation.

In Bangalore, social organizations supported the emergence of composting industry from the beginning. Both the government and community organizations encouraged individuals to set up social enterprises to support the industry by supporting themselves. It is also very important that both communities and enterprises should make efforts to make the composting process and composting products safe and harmless, so as to ensure their application in public areas and farmland.

  Two-way adjustment promotes enterprise transformation and upgrading

  Reducing taxes and fees to help green development

  In order to further promote high-quality economic development, the state has successively introduced a series of preferential tax policies. Nowadays, China has established an ecological tax system with environmental protection tax as the main body, resource tax and farmland occupation tax as the focus, supplemented by travel tax, vehicle purchase tax, value-added tax, consumption tax and enterprise income tax, covering eight taxes in five major links of resource exploitation, production, circulation, consumption and emission.  

  On the basis of promoting the development of the real economy and stimulating the vitality of the market, local tax authorities have implemented tax reduction and fee reduction policies to help enterprises adjust and optimize their industrial structure and take a "new path" of green development.

  In Inner Mongolia Guangna Coal Industry Group, located in Etuoke Economic Development Zone, Ordos City, the scene of "wolf smoke everywhere" is no longer seen. Accumulate management experience based on pilot demonstration, support the revision of relevant laws, regulations and technical standards, and accelerate the improvement of intelligent networked automobile production access management and road traffic safety management systems.

Third, organize the implementation

(1) Pilot declaration

Automobile production enterprises and users form a consortium, refer to the implementation guide (Annex 1), make a declaration plan (refer to Annex 2 for the template), and after the people’s government of the city (including the jurisdiction under the municipality directly under the Central Government) agrees and seals it, voluntarily declare it to the local provincial-level industrial and information technology authorities. The city where the vehicle is to be operated should have the conditions of policy guarantee, infrastructure and safety management. The provincial department in charge of industry and information technology shall, jointly with the traffic management and network security department of the provincial public security organ, the housing and urban-rural construction department, the transportation department and the Communications Administration, review the application plan and submit it to the Ministry of Industry and Information Technology before December 20, 2023 (three copies of paper version and one copy of electronic CD). After the centralized declaration, the provincial department in charge of industry and information technology can submit a supplementary declaration plan to the Ministry of Industry and Information Technology according to the development of intelligent networked automobile technology and industry, pilot implementation and consortium declaration.

The Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development, and the Ministry of Transport organized experts to conduct a preliminary review of the application plan and select the consortium that entered the pilot.

(2) Pilot implementation

1. Product access pilot

(1) Testing and safety assessment

Pilot automobile production enterprises should refine and improve the access test and safety assessment scheme of intelligent networked automobile products, and carry out product testing and safety assessment under the supervision of provincial competent departments and government departments of cities where vehicles operate after confirmation by the Ministry of Industry and Information Technology and the Ministry of Public Security. The Ministry of Industry and Information Technology entrusts technical service agencies to evaluate the scheme, implementation and results of product testing and safety evaluation. Pilot automobile production enterprises should connect vehicles to the pilot management system of the Ministry of Industry and Information Technology according to the monitoring requirements.

(2) product access permit

After the pilot automobile production enterprises have passed the product testing and safety assessment, they can submit the application for product access to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology shall, according to the relevant regulations on the access management of road motor vehicle manufacturers and products, make a decision on whether to access after acceptance, examination and publicity. If access is decided, the Ministry of Industry and Information Technology shall announce the restrictive measures such as intelligent networked automobile products and their access validity period and implementation area according to regulations.

2. Pilot road traffic

Intelligent networked automobile products that have obtained access will be piloted in a limited area. The pilot users shall purchase insurance for vehicles, apply for registration, monitor the running status of vehicles, and strengthen the safety guarantee of vehicle operation. Before the vehicle registration, if the applicant applies for the change of the pilot use subject, the supplementary materials shall be submitted as required. Those who use vehicles to engage in transportation business shall also have the operation qualification of the corresponding business category and meet the operation management requirements.

3. Emergency treatment

During the implementation of the pilot, for traffic accidents, network and data security incidents, or emergencies caused by the failure of the automatic driving system of vehicles, the pilot users, the pilot automobile production enterprises and the government departments of the cities where the vehicles operate should do a good job in handling according to the relevant emergency plans, and report the handling process and results to the provincial authorities in time, which will report them to the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport and other relevant departments.

(3) Suspension and withdrawal of the pilot

During the pilot period, the vehicle is involved in road traffic safety violations and traffic accidents suspected of potential safety hazards, and the pilot automobile production enterprises or users have failed to fulfill their safety responsibilities and obligations of network security, data security and radio security protection, etc., so the pilot should be suspended and rectified. The vehicle automatic driving system has serious safety hazards that cannot be eliminated, and the relevant conditions of the pilot automobile production enterprises and the pilot users have changed significantly, which can not guarantee the pilot implementation, and so on, and should be withdrawn from the pilot.

(4) Evaluation and adjustment

The Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development, and the Ministry of Transport timely evaluate the vehicle operation, optimize and adjust the product access permit, traffic scope and business scope, and timely adjust and improve the relevant contents of the pilot implementation guide for intelligent networked vehicle access and road traffic according to the development of industry and technology.

Fourth, safeguard measures

(A) to strengthen organizational leadership

The Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development, and the Ministry of Transport strengthened work coordination and data sharing to ensure the orderly progress of the pilot work. Provincial authorities should strengthen overall planning and coordination, strictly do a good job in reporting and auditing, and urge and guide the government departments, pilot automobile production enterprises and users of the cities where the vehicles are running to implement the main responsibilities. The government departments of the cities where the vehicles are running establish organizational mechanisms, implement policy guarantees, carefully screen and organize basic and characteristic declaration schemes in combination with local actual conditions, earnestly fulfill safety management responsibilities, strengthen daily monitoring and management, and properly deal with safety risks and emergencies.

(2) Strengthen the implementation of responsibilities

The pilot automobile production enterprises bear the main responsibility for the quality and production consistency of intelligent networked automobile products, and it is strictly forbidden to change the automatic driving function without authorization, and strictly fulfill the requirements of software upgrade management and filing commitment. The pilot users shall implement the main responsibilities of road traffic safety, network safety and data safety, and establish and improve relevant safety management systems and measures to ensure the safe operation of vehicles.

(3) Create a good environment

The government departments of the cities where the vehicles are running should provide support and guarantee in terms of policies, planning, infrastructure, safety management, operational qualifications, etc., accelerate the improvement of their capabilities, and encourage the integrated, intensive and collaborative construction of the urban intelligent networked automobile safety monitoring platform and other government information management systems. Industry organizations and institutions will strengthen policy propaganda and public opinion guidance on the pilot work, accelerate the improvement of technical service capabilities such as inspection and safety assessment of intelligent networked vehicles, and create a good environment for the pilot work.

(4) Do a good job in summary and promotion.

The Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development, and the Ministry of Transport regularly organize the evaluation of the implementation effect of the pilot work, sum up experience in a timely manner, unite the consensus of all parties, and gradually improve the policies, laws and regulations, and technical standards for intelligent networked car access, road traffic safety, and transportation management. For the advanced technologies and products, feasible schemes and innovative mechanisms that have been integrated with autonomous driving and "Car Energy Lu Yun" through pilot demonstration, we will sort out and refine the pilot results that can be replicated and popularized, and support further popularization and application.
