First, the WTO is not owned by any country or a few countries, nor is it decided by any country or a few countries, but it should respect the general wishes of all its members. In fact, many WTO members have responded to this issue many times. Special and differential treatment is an important embodiment of the core values and basic principles of the WTO. Most WTO members advocate that these core values and basic principles must be maintained no matter how the WTO is reformed. The United States has submitted two similar proposals in the WTO, and each time it was a rebuff. Therefore, the United States should be self-aware and know that this proposition is unpopular.
Second, who is a developing member of the WTO, according to what criteria and according to what procedures, is not decided by one country or a few countries, but should be determined by the vast number of WTO members through consultation, especially by respecting the opinions of developing countries. The United States keeps saying that it is fair. In fact, only by maintaining the position of developing countries can we achieve real trade fairness. The United States has unilaterally and unilaterally exaggerated the development level of some developing members, which has been resolutely opposed by most developing members many times. Recently, the United Nations Conference on Trade and Development released a research report that development is a multidimensional concept, and the current classification of developing countries is reasonable.
Third, as the largest developing country in the world, China insists on its position as a developing country, not avoiding its due international responsibilities, but upholding the basic rights of developing countries and safeguarding international fairness and justice. China will continue to make its own contribution to the WTO negotiations in line with its own capabilities and development level, and will, as always, help other developing members achieve common development, and contribute to the maintenance of the multilateral trading system and the promotion of WTO reform in the right direction.
