On November 6, the State Council held a press conference on the first anniversary of the establishment of the national comprehensive fire rescue team. Relevant responsible comrades of the Emergency Management Department introduced the situation and answered questions. Be loyal to the party, be disciplined, go through fire and water, and serve the people wholeheartedly! Over the past year, the emergency management department has comprehensively promoted the reform, construction and development of fire rescue teams. Focus on four aspects of work:
First, vigorously strengthen ideological and political construction. The emergency management department sent elite troops to form 10 propaganda groups and went to 31 provinces, autonomous regions and municipalities to give lectures. In view of the ideological reality of commanders and fighters in the reform process, we should focus on the special education of "keeping in mind the general secretary’s motto and building an excellent team", closely combine the theme education of "Do not forget your initiative mind, keeping in mind the mission", strengthen the political rotation training of chief officers at all levels, educate and guide the commanders and fighters to unify their thoughts with the spirit of the motto, condense them into the decision-making and deployment of the CPC Central Committee, strengthen the "four consciousnesses", and resolutely achieve the "four self-confidences".
The second is to vigorously strengthen the regularization of the team. Strict organization and serious discipline shall be applied to the fire rescue team, and strict management and requirements shall be followed according to the standards of the disciplined forces, and 24-hour on-site preparation shall be maintained to maintain regular combat readiness, training, work and life order. We will promote the introduction of 22 supporting regulations and policy documents for reform, study and formulate internal management regulations such as "internal regulations" and "queue regulations", and effectively build an iron team with iron discipline.
The third is to vigorously improve the team’s ability to perform their duties. Aiming at the functional orientation of the main force of emergency rescue and the national team, focusing on the needs of "all kinds of disasters" and "major emergencies", we will strive to promote the transformation and upgrading of the team from six aspects: rescue concept, function, ability, equipment, methods and mechanisms. Twenty-seven earthquake, mountain, water and aircrew professional rescue teams and six cross-border forest and grassland fire fighting teams were set up in sub-regions of the country, and the Chinese rescue team was set up and the first cross-border rescue was carried out. Recently, the Chinese rescue team and the China International Rescue Team successfully passed the evaluation and retest of the United Nations International Heavy Rescue Team, and China became the first country in Asia to have two international heavy rescue teams certified by the United Nations. We will extensively carry out large-scale military training, seize every actual combat opportunity to train, hold the first national "Flame Blue" rescue confrontation competition and international rescue technology exchange competition, and cultivate excellent skills and fighting style. We have explored and formed a "flat" organization and command mode, an "integrated" operation mode of prevention, rescue and disaster relief, and a set of effective rescue techniques and tactics, constantly improving quality and strength, and achieving scientific command and efficient rescue.
The fourth is to resolutely complete the emergency rescue task. Over the past year, the national comprehensive fire rescue team has completed more than 1.2 million emergency rescue tasks and rescued and evacuated more than 660,000 people in distress. We have successfully dealt with major disasters such as floods in Shouguang, Shandong Province, mudslide in Malipo, Yunnan Province, four dammed lakes in Jinsha River and Yarlung Zangbo River, forest fire in Qinyuan, Shanxi Province, explosion in Xiangshui Chemical Plant in Jiangsu Province, Changning earthquake of magnitude 6.0 in Sichuan, landslide in Shuicheng, Guizhou Province, and super typhoon Liqima, successfully completed the "One Belt and One Road" international cooperation summit forum, Daqing, the 70th anniversary of the founding of New China, and other major fire security tasks, and the second import Expo is being carried out in a solid manner.
