Guo Jinlong was previously secretary of the CPC Anhui Provincial Committee and director of the Standing Committee of the Anhui Provincial People’s Congress. He was an alternate member of the 15th CPC Central Committee and a member of the 16th and 17th CPC Central Committees. He was born in July 1947 in Nanjing, Jiangsu.     In July 1947, Guo Jinlong was born in Nanjing, Jiangsu. In 1964, at the age of 17, Guo Jinlong entered the Physics Department of Nanjing University to study acoustics. Later, he was assigned to Zhongxian Hydropower Bureau in Sichuan Province as a technician.


    Zhongxian county, which is famous for its rich citrus, is located in the hinterland of the Three Gorges reservoir area. For Guo Jinlong, who always lived in a big city before graduating from college, this is naturally a great change in his life. However, Guo Jinlong stayed in Zhongxian for fifteen years. Judging from his later experience, grassroots work experience has undoubtedly benefited him a lot from his long-term experience.


    In January 1985, Guo Jinlong was transferred to the position of Deputy Director of Rural Policy Research Office of Sichuan Provincial Committee and Deputy Director of Provincial Rural Economic Committee. Two years later, he was transferred to the position of Deputy Secretary and Secretary of Leshan Municipal Committee of Sichuan Province. In 1992, he was elected to the Standing Committee of Sichuan Provincial Committee and later served as Deputy Secretary of the Provincial Committee. The old leader of a prefecture-level city in Sichuan told the reporter that Guo Jinlong was kind and many people who came into contact with him were well received.


    Xizang experienced 11 years of plateau career.


    At the end of 1993, Guo Jinlong became the deputy secretary of the Party Committee of Xizang Autonomous Region, and since then, he has started his plateau career for 11 years. A female reporter who once worked in Xizang Radio told reporters that Guo Jinlong was tall, handsome and gentle, and was well received in the media circle. During his stay in Xizang, the Qinghai-Tibet Railway, known as "Tianlu", finally started construction after a long demonstration, among which Guo Jinlong also made many contributions.


    Fu Zhihuan, former Minister of the Ministry of Railways, recalled that in October 2000, the Central Committee held the Fifth Plenary Session of the 15th CPC Central Committee, with the theme of studying suggestions on the 10th Five-Year Plan. During the group discussion on October 10th, Guo Jinlong, who was already the secretary of the Xizang District Party Committee, tried to include the construction of the Qinghai-Tibet Railway in the Tenth Five-Year Plan.

    In December 2004, Guo Jinlong was transferred to the post of Secretary of Anhui Provincial Party Committee. On the first New Year in Anhui, he posted a couplet on the door: "The snowy plateau strives for development, and the Jianghuai land strives to rise and create brilliance."


    Guo Jinlong’s first public appearance in Anhui was the opening ceremony of Xi ‘an Anqing Yangtze River Bridge on December 26th, 2004. According to the public reports of the media, he then went to Tongling, Chizhou and other places to attend the groundbreaking ceremony of several railways, and then began non-stop research, and soon he traveled all over 17 prefecture-level cities in Anhui.


    In an interview with Xinhua News Agency six months later, he said that he and his wife have been living in the guest house since they came, because "they have been busy as soon as they came, and they have never rested for a day, and they really have never been idle for a day."


    Guo Jinlong’s pressure is obvious: Anhui politics in 2004 is facing a storm. First, Wang Huaizhong, the former vice governor, was executed in Jinan, and the exposed chain of selling officials caused great shock; Subsequently, the fake milk powder incident of "big head doll" attracted the attention of the whole country. Because of this, Guo Jinlong’s appointment was highly anticipated.

Some media commented that Guo Jinlong’s series of measures after taking office "quickly ignited Anhui’s long-term accumulated development energy and aspirations for rising".
