He also recorded the expenses of chartering fees paid to relevant personnel and units, invoices and receipts for diesel engine payment repeatedly, totaling more than 70,000 yuan.

　　As of the time of the incident, the bank card he kept with public funds had a deficit of more than 3 million yuan, and only 30,000 yuan was left in cash. Zhang Jiasheng, who was unable to pay back the money, chose to surrender himself.
